This product is a SharePoint Feature, and is installed as a solution through the SharePoint Installer. Once installed, System Log Manager is accessible from the SharePoint Central Administration Site, under the Operations >> Logging and Reporting section. System Log Manager reads log information via the Microsoft Log Parser, giving you access to system logs from a single location, without affecting the logs themselves.
